This section authorizes the Secretary of the Interior to provide financial and technical assistance for 20 Central Valley Project water projects in California and authorizes appropriations for each as specified: (1) Westlands Water District Recharge Basins ($85 million) for purchasing up to 1,800 acres along the Coalinga Canal, retrofitting turnouts, and constructing berms to enhance recharge; (2) Westlands Water District Reverse Osmosis Treatment Plants and High-Capacity Shallow Aquifer Wells ($30 million) for two treatment plants and eight wells to reclaim 20,000 acre-feet of groundwater; (3) East San Joaquin Valley Groundwater Banking and Storage Program ($360 million) for groundwater banking, recharge, treatment, and storage; (4) Lindsay-Strathmore Irrigation District—Rancho de Kaweah Groundwater Bank ($30 million) for 1,200 acres of banking facilities including wells, pipelines, and pilots; (5) Pixley Irrigation District Joint Groundwater Bank ($25 million) for 560 acres of banking facilities including wells, pipelines, and pilots; (6) Shafter-Wasco Irrigation District Annex Groundwater Bank ($55 million) for 3,000 acres of banking facilities including wells, pipelines, and pilots; (7) Arvin Edison Water Storage District DiGiorgio Unit In-Lieu Project ($12.9 million) for 11.8 miles of pipeline; (8) Arvin Edison Water Storage District Frick Unit In-Lieu Project ($8.1 million) for 6 miles of pipeline serving 2,843 acres; (9) Arvin Edison Water Storage District Panama Unit In-Lieu Project ($13.4 million) for 8.8 miles of pipeline serving 4,816 acres; (10) Arvin Edison Water Storage District Sandrini Unit In-Lieu Project ($28.3 million) for 1 mile of canal and 21.1 miles of pipeline serving 11,000 acres; (11) Arvin Edison Water Storage District Recovery Wells and Groundwater Quality Treatment Project ($174 million) for seven new wells and treatment for over 65 existing wells; (12) Tulare Irrigation District Seaborn Reservoir ($23 million) for berm, inlet/outlet, pumps, and habitat improvements; (13) City of Tracy Recycled Water and Exchange Program ($10 million) for pumping station and pipeline to supplement CVP supply; (14) City of Tracy Aquifer Storage and Recovery Program ($22 million) for four wells; (15) Water Conservation Improvement Projects Planning Work ($1 million) for feasibility study on canal lining; (16) Del Puerto Canyon Reservoir Project ($1.01 million) for 82,000 acre-foot reservoir; (17) Upper Delta-Mendota Canal Reverse Flow Pumpback Project ($25 million) for three lift stations; (18) Lower Delta-Mendota Canal Reverse Flow Pumpback Project ($280 million) for facilities to convey floodwater to San Luis Reservoir; (19) Delta-Mend
