This section revises the maximum anticipated award price for sole-source contracts to certified small business concerns owned and controlled by service-disabled veterans (SDVOSBs) to $10 million for manufacturing contracts (from $7 million) and $8 million for other contracts (from $3 million), and strikes the inclusion of options in that price calculation. (The SDVOSB program authorizes contracting officers to award such contracts without competition if the firm is responsible, award can be made at fair market price, and fewer than two SDVOSBs are expected to bid.) It further directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation (including FAR 19.1406) and the Secretary of Defense to amend the Defense Federal Acquisition Regulation Supplement within 180 days of enactment, with the changes applying to solicitations issued 180 days after enactment.
