H.R. 6660 — Replace Animal Tests Act of 2025

This section prohibits any entity from submitting to a covered agency (Consumer Product Safety Commission, Department of Agriculture, Environmental Protection Agency, or Food and Drug Administration) data derived from an animal test method (i.e., using live vertebrate non-human animals or cephalopods) if a non-animal test method (i.e., agency-accepted method not using live animals) is available or the agency has issued a waiver. Exceptions apply to (1) data generated before enactment; (2) data from animal tests conducted abroad to comply with foreign requirements; (3) data requested by the agency when existing data is insufficient and no non-animal method was practicably available; and (4) data from agency-specified animal tests with written justification that non-animal methods are inappropriate. If no non-animal method is available and no waiver is granted, the section requires entities to minimize the number of animals used and any pain, suffering, distress, or lasting harm. Covered agencies may refuse noncompliant data and impose civil penalties of up to $10,000 per violation. Covered agencies must issue guidance on non-animal methods within one year of enactment, revise regulations as appropriate to accept such methods and eliminate animal data requirements, and publish annual progress reports (starting one year after enactment) detailing animal use by species and test type in agency-funded or submitted research, waivers issued, and purposes of tests and waivers—with data publicly posted online (omitting proprietary or personal information).
