H.R. 6664 — To establish a Biotechnology Management Office in the Department of Defense and to provide support for the research and development of bioindustrial manufacturing processes, and for other purposes.

This section requires the Secretary of Defense to designate, within 90 days of enactment, a senior official with relevant biotechnology experience from an existing Department of Defense (DoD) position to serve as the senior biotechnology official and head of a new Biotechnology Management Office. Within 120 days of enactment, the Secretary must establish the office, under the Deputy Secretary's authority, to foster DoD's development, acquisition, and sustainment of biotechnology capabilities; the office's responsibilities include (1) maintaining a long-term research, development, acquisition, and sustainment roadmap; (2) updating related DoD policies and guidance; (3) coordinating biotechnology activities across DoD, the federal government, industry, academia, and international partners; (4) proposing regulatory and acquisition streamlining options; (5) conducting global competition analyses, net assessments, or forecasting; (6) supporting public-private partnerships and regional innovation ecosystems; and (7) identifying biotechnology workforce and training gaps. Within 30 days of the senior official's designation, the Secretary must brief the congressional defense committees on the office's proposed charter and first-year implementation plans. The office sunsets on September 30, 2030.

This section amends Section 215 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (10 U.S.C. 4841 note), relating to support for research and development of bioindustrial manufacturing processes (i.e., manufacturing using biological systems and processes), by (1) redesignating subsections (d) through (f) as subsections (e) through (g), respectively, and (2) inserting a new subsection (d) authorizing the use of Department of Defense research, development, test, and evaluation funds to carry out activities described in subsection (c), including design and construction activities.
