H.R. 6676 — State Industrial Competitiveness Act of 2025

This section establishes a flex-tech energy program under the State Energy Program (SEP; i.e., formula grants to states and Indian Tribes to support energy conservation plans and related activities) to enhance manufacturing competitiveness. The Department of Energy (DOE) Secretary must provide financial assistance, subject to appropriations, to state energy agencies with approved SEP plans or Indian Tribes for program development, implementation, improvement, or expansion—including technical assistance to manufacturers via qualified engineering firms; financial support for facility energy studies and implementation of related measures (e.g., energy- and water-efficiency upgrades, resiliency, emissions reductions, advanced manufacturing technologies); maintenance of a list of qualified firms; and program reporting. Funding is allocated by SEP formula, with at least 5% set aside for Indian Tribes or manufacturers in Indian Country (or Alaska Native Village Statistical Areas); recipients may use no more than 50% for energy studies, 50% for implementation, and 10% for administrative expenses (including outreach); and no more than the greater of $100,000 or 5% per facility. Funds must supplement (not supplant) other sources, and DOE must provide technical assistance upon request, including program design options for manufacturers with fewer than 500 full-time equivalent employees.
