H.R. 6681 — National Scam Prevention Coordination Act

This section establishes, within the Executive Office of the President, the Office of the National Fraud and Scam Prevention, headed by a Director appointed by the President with the advice and consent of the Senate, serving at the President's pleasure, and compensated at the rate for level II of the Executive Schedule (5 U.S.C. 5313). The Director must (1) advise the President on national fraud and scam prevention policy and strategy, including information sharing, public education, international norms, and emerging technologies; (2) establish a fraud data shield program allowing entities to share non-personally identifiable scam data with the Office; (3) provide advice to the Domestic Policy Council, Homeland Security Council, and relevant federal agencies; (4) coordinate implementation of such policy across federal agencies, including assessing effectiveness, reviewing budgets, recommending resource changes, and reporting annually to the President, Domestic Policy Council, and Congress; (5) develop and ensure implementation of integrated incident response plans, processes, and playbooks for fraud and scam campaigns of significant consequence; and (6) prepare federal responses to such campaigns in coordination with agencies and private sector entities.
