H.R. 6683 — Safer Schools Act of 2025

This section establishes a pilot program to be administered by the Attorney General, with guidelines and applications released not later than 120 days after enactment and grants awarded beginning not later than 180 days after enactment, under which public schools may receive (1) grants for independent facility security risk assessments, requiring applications that include school size, financial reports, and certification of inability to fund assessments otherwise, with priority for schools that experienced deadly harm events against multiple individuals and ineligibility generally for recipients in the prior five fiscal years or same fiscal year (except post-event in the following fiscal year); and (2) grants for hard security improvements (i.e., physical upgrades identified in recent risk assessments), requiring applications that include school size, financial reports, prior improvements, planned purchases, and recent assessment results, with similar priority and ineligibility rules (except post-event in any subsequent fiscal year), a 50% federal matching share (waivable for financial need), and conditions that funds address assessment-identified vulnerabilities (including installation of silent panic alarms directly linked to local law enforcement if not already operable), obtain assessor confirmation prior to vendor contracts, and comply with local building codes. The section further directs the Attorney General to disseminate grant information to all local educational agencies and, not later than 30 days after a deadly harm event against multiple individuals in a public school, provide event notice.
