H.R. 6692 — FUBAR Act

This section requires that, notwithstanding current congressional pay adjustment authorities (2 U.S.C. 4501), if there is a lapse in appropriations for any federal agency or department during a session of Congress due to failure to enact a regular appropriations bill or continuing resolution, the pay rate for each Member of Congress be $1 for each day from the first day of lapse through the last day of the session. It defines "Member of Congress" to include Senators, House Members and Delegates, Resident Commissioner from Puerto Rico, and specified leadership positions (Speaker, President pro tempore, majority and minority leaders). This section applies to days occurring after the next regularly scheduled general election for federal office following enactment.
