H.R. 6709 — Office of Fusion Act of 2025

This section establishes within the Department of Energy (DOE) the Office of Fusion, headed by a Director appointed by the Secretary, to advance fusion energy science and technology—including through public-private partnerships aiming to start construction of more than one private-sector fusion power plant by December 31, 2028, supply chain development, workforce training, and coordination across DOE offices such as the Office of Science, Advanced Research Projects Agency–Energy, and National Nuclear Security Administration. The Secretary must transfer to the new office all programs of the Fusion Energy Sciences program (which supports research on magnetic and inertial confinement fusion to develop practical fusion power) within DOE's Office of Science as of November 19, 2025, per a developed timeline; requires the Secretary and Director to submit to Congress within one year of enactment a commercial fusion deployment roadmap—identifying barriers and milestone activities such as technology development and regulatory streamlining—with updates every four years; and directs consultation with the private sector, national laboratories, and others, plus coordination to avoid duplication. This section also adds fusion energy resources to the responsibilities of the Assistant Secretary for Energy Efficiency and Renewable Energy and makes a clerical amendment to the Department of Energy Organization Act table of contents.
