H.R. 671 — Vital Documents Access for Unaccompanied Homeless Youth Act of 2025

This section establishes the Interagency Task Force on Vital Documents Access for Unaccompanied Homeless Youth (Task Force), to be formed not later than 90 days after enactment by the covered Secretaries (i.e., Secretaries of Education, Health and Human Services, and Housing and Urban Development) and the Commissioner of Social Security Administration. The Task Force is chaired jointly by those officials; includes three state human services directors (appointed by the President and congressional leaders) and three representatives from national youth homelessness nonprofits (appointed by the President, all under age 30 with lived experience of youth homelessness); and meets quarterly beginning after the first fiscal quarter post-establishment to assess member progress and challenges, collect data on policies and practices increasing access to vital documents (e.g., Social Security cards), formulate and evaluate such policies, and develop implementable policies for federal, state, and local agencies. This section further requires the covered Secretaries and SSA Commissioner to submit an initial report to Congress within one year of Task Force establishment analyzing challenges unaccompanied homeless youth face accessing programs due to lacking vital documents, recommending legislative and administrative actions (including staff training and interagency collaboration), identifying successful state and local policies, and assessing Social Security card issuance policies and processes.
