H.R. 6712 — Robert Parris Moses Congressional Gold Medal Act

This section states congressional findings on the life, civil rights activism, educational philosophy, and legacy of Robert Parris Moses (1935–2021), including his leadership in the Student Nonviolent Coordinating Committee, organization of the 1964 Mississippi Freedom Summer Project, founding of the Algebra Project in 1982 to promote math literacy as a pathway to citizenship for marginalized communities, and establishment of the Young People’s Project in 1996.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the posthumous presentation, on behalf of Congress, of a gold medal commemorating Robert Parris Moses's achievements and contributions to American education and civil rights. It directs the Secretary of the Treasury to strike the medal with suitable emblems, devices, and inscriptions, including an image and the name of Moses, and requires the medal to be given to his daughter, Maisha Moses, following the presentation.

This section authorizes the Secretary to strike and sell duplicates in bronze of the gold medal struck under section 3, at a price sufficient to cover the costs of production, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck under this Act as (1) national medals for purposes of chapter 51 of title 31, United States Code, and (2) numismatic items for purposes of sections 5134 and 5136 of title 31, United States Code.

This section authorizes charges against the United States Mint Public Enterprise Fund (i.e., the revolving fund financing Mint operations, including numismatic production) for costs of medals struck under this Act and requires deposit of proceeds from sales of duplicate bronze medals into the fund.
