H.R. 6713 — Protect Veteran Students, Job Seekers, and Entrepreneurs Housing Act

This section amends the Servicemembers Civil Relief Act to require landlords of covered federally assisted rental housing—(1) to treat educational assistance under specified VA chapters (30, 31, 32, 33, 34, 35, or 36 of title 38, U.S. Code) or DoD chapters (1606 or 1607 of title 10, U.S. Code) as income when determining if covered individuals (servicemembers, veterans, spouses, or children entitled to such assistance) have sufficient income for residential leases; and (2) to limit lease terms to the individual's months of entitlement to such assistance. It bars knowing violators from participating in covered programs—including public housing, Section 8, Section 202 supportive housing for the elderly (12 U.S.C. 1701q), Section 811 housing for persons with disabilities, and others—and subjects them to fines or imprisonment up to one year. Separately, this section amends VA law (chapter 36 of title 38, U.S. Code) to provide a 60-day grace period, after notification, before terminating such assistance for failing a single program requirement (e.g., missing recertification or withdrawing from a class).
