H.R. 6719 — James T. Woods Act

This section amends 18 U.S.C. 2252(a) and 2252A(a)—statutes prohibiting specified activities involving child pornography and child sexual exploitation material—to establish a new offense of knowingly distributing, offering, sending, or providing in or affecting interstate or foreign commerce a threat to distribute (A) a visual depiction of a minor engaging in sexually explicit conduct or (B) a visual depiction of a person the defendant believes is a minor engaging in sexually explicit conduct, with the intent that the minor or believed minor create or transmit a visual depiction of sexually explicit conduct (or, under 2252A, of any minor engaging in such conduct). It also updates penalty provisions in both statutes to incorporate the new offenses. (Thus, this targets threats—such as those used in sextortion schemes—to coerce minors into producing additional child sexual abuse material.)
