H.R. 6740 — VA TRUST Act

This section (1) requires reports on performance awards and bonuses to high-3 employees of the Department of Veterans Affairs (VA) to include, for each recipient, the appropriations accounts used to fund the award or bonus and the recipient's annual basic rate of pay; and (2) establishes pay rules for VA senior executive positions (i.e., high-level management roles equivalent to the Senior Executive Service) by directing the Secretary to set rates in accordance with the SES pay structure and aggregate pay limitations under 5 U.S.C. §§ 5382–5384, including consistency with prior performance and pay levels for career appointees transferring from other agencies or within VA. (Thus, these rules standardize VA senior executive pay with government-wide SES requirements, limiting adjustments upon internal transfers.)
