H.R. 6741 — Payer State Transparency Act of 2025

This section directs the Secretary of Commerce, acting through the Director of the Bureau of Economic Analysis, to calculate the federal tax burden of each state for each calendar year by attributing individual taxes to the taxpayer's state of residence and business taxes proportionally to the entity's economic activity in each state. It also directs the Director of the Office of Management and Budget, in coordination with the Council of Economic Advisers and Secretary of the Treasury, to calculate total federal outlays received by each state for each fiscal year by attributing contract awards proportionally to performance locations in each state. "State" is defined to mean each of the 50 states.

This section requires the Secretary of Commerce and the Director of the Office of Management and Budget, not later than 180 days after the beginning of each calendar year, to (1) jointly submit to Congress a report containing the results of the calculations described in section 2 for such year; and (2) publish the report on a publicly accessible website of the Bureau of Economic Analysis.
