H.R. 6744 — Military Air Traffic Control Transition Act

This section amends Section 425 of the FAA Reauthorization Act of 2024 (P.L. 118-63) concerning the joint aviation employment training working group by (1) adding to the group's duties under subsection (c) a requirement to develop recommendations, in consultation with the exclusive bargaining representatives of FAA air traffic control specialists (certified under 5 U.S.C. 7111), to improve the transition of civilian air traffic control specialists under the Secretary of Defense's jurisdiction into Department of Transportation air traffic control occupations (including as controllers, air traffic managers, and supervisors); (2) requiring the group's report under subsection (d)(2) to include those recommendations; (3) redesignating subsections (e) through (g) as subsections (f) through (h); and (4) inserting a new subsection (e) directing the group to identify barriers to FAA hiring of certified series 2152 air traffic control specialists from the Department of Defense (including frontline manager roles), to translating military credentials and training to FAA Air Traffic Organization employment, to standardizing such credentials across the Armed Forces, and to ensuring service members earn equivalent FAA credentials before separation.
