This section revises the statutory provisions for the Under Secretary for Benefits by (1) eliminating the requirement to appoint the Under Secretary without regard to political affiliation and solely based on demonstrated ability in fiscal management and veterans benefits administration, (2) striking the designation of the Under Secretary as head of, and directly responsible to the Secretary for, the Veterans Benefits Administration, and (3) eliminating the requirement to establish a commission to recommend at least three individuals for the position whenever a vacancy occurs or is anticipated.
