H.R. 6759 — To require the Secretary of Defense to establish a pilot program for emerging technologies for moisture control and mitigation in covered housing, to standardize certain mold remediation guidelines, and for other purposes.

This section establishes a pilot program, to be carried out by the Secretary of Defense not later than 90 days after enactment, to assess and implement emerging technologies for moisture control and mitigation in covered housing (i.e., housing provided under subchapter II or subchapter IV of chapter 169 of title 10, U.S. Code). The Secretary must select 3 to 5 military installations, prioritizing those in regions with elevated climate-related risk factors for mold growth such as persistent humidity, frequent rainfall, or outdated HVAC infrastructure. In carrying out the pilot program, the Secretary must (1) install moisture detection systems with advanced sensor-based capabilities for early warnings; (2) implement noninvasive mold remediation tools such as antimicrobial coatings, dry fogging systems, or UV-based sterilization units; (3) define infrastructure requirements including upgrades to building materials or HVAC systems; (4) train relevant personnel on deployment, maintenance, and data interpretation; (5) designate an overseer at each selected installation; and (6) develop a strategic implementation and evaluation plan. The Secretary must provide congressional defense committees with a briefing on the plan and any preliminary findings upon its completion and, not later than 180 days after the program's termination date, a report on results including recommendations for broader implementation and an assessment of costs and benefits. The pilot program's authority terminates five years after enactment.

This section requires the Secretary of Defense, in coordination with the Secretaries of the military departments, to develop and implement uniform guidelines for mold remediation in military housing, facilities, and other real property under their jurisdiction not later than 180 days after enactment. The guidelines must be consistent with applicable municipal and state health and environmental standards and third-party industry standards, including the Institute of Inspection Cleaning and Restoration Certification (IICRC) S520 Standard for Professional Mold Remediation (or successor); apply to contracts or task orders and remediation procedures on or after their issuance date; and be submitted in a report to the congressional defense committees, along with implementation and compliance monitoring plans, not later than 180 days after issuance.
