§2. Grant program
This section establishes a competitive grant program administered by the Attorney General, authorizing $15 million for each of FY2026 through FY2031, for states, tribal governments, units of local government, and their law enforcement agencies to fully destroy firearms and components (i.e., by smelting, shredding, crushing, or cutting, including frames, barrels, grips, and attachments such as silencers). Grants, awarded within 180 days of appropriation and lasting two years, may fund equipment purchase or maintenance, contracts for destruction services, and staff training, with no more than 10% for administrative costs; grantees must subgrant to local entities or law enforcement, maintain destruction records and policies, and certify full destruction. One-third of funds is set aside for applicants in metropolitan statistical areas or rural areas.
