H.R. 6770 — Scam Defense Strategy Act

This section states congressional findings on China-linked transnational organized crime networks operating digital scams from Southeast Asia "fraud farms," including their estimated annual theft of nearly $43.8 billion; 2024 Federal Trade Commission-reported losses to Americans of $469 million from 246,783 scam texts, $502 million from 371,664 scam emails, and $948 million from 284,651 scam calls; ties to the Chinese Communist Party; trafficking of an estimated 300,000 individuals into scam operations; and threats to U.S. national security, economic security, privacy, regional stability, and defense priorities such as Clark and Basa Air Bases. The section directs the Commander of U.S. Cyber Command to submit to Congress, not later than six months after enactment, a report on recommended actions for the Secretary of Defense to take in cyberspace against such networks to defend the United States and U.S. citizens, assets, and interests.
