H.R. 6778 — Parkway Safety and Reinvestment Act

This section authorizes the Secretary of the Interior to issue citations and, after notice and hearing, assess civil penalties for vehicles recorded by speed safety cameras violating traffic regulations on covered highways in units of the National Park System, subject to applicable state law. Notwithstanding the requirement under 34 U.S.C. 20101 to deposit federal fines into the Crime Victims Fund (which provides grants for crime victim assistance), the Secretary may collect and directly expend revenues from such citations without further appropriation for construction and maintenance of those highways and related parking facilities, and for installation, repair, and maintenance of the cameras. The section further authorizes the Secretary to enter into contracts or agreements for those camera-related purposes.

This section establishes definitions for terms used in the Act, including (1) covered highway as a highway administered by the Secretary of the Interior and located within a unit of the National Park System; (2) highway as having the meaning given that term in 23 U.S.C. §101(a)(11)(A) and (B); (3) Secretary as the Secretary of the Interior; (4) speed safety camera as a camera that captures a still or moving image of a vehicle for traffic enforcement (excluding handheld radar and other devices used by law enforcement for on-scene stops, citations, or enforcement); (5) speed safety camera citation as a traffic citation processed by an automated traffic enforcement system owned or operated by the National Park Service for a violation on a covered highway; and (6) State as having the meaning given that term in 18 U.S.C. §31 (i.e., a State of the United States, the District of Columbia, or any commonwealth, territory, or possession of the United States).
