H.R. 6792 — Foreign-Trade Zone Export Enhancement Act of 2025

This section states the purpose of the Act as ensuring that foreign-trade zones in the United States continue to operate in support of U.S. competitiveness in manufacturing and distribution and to create and preserve jobs in the United States.

This section (1) amends the Foreign Trade Zones Act (19 U.S.C. 81c) by adding a new subsection (f) to permit duty-free export from a foreign-trade zone, notwithstanding certain existing restrictions, of articles classifiable under new Harmonized Tariff Schedule of the United States (HTSUS) heading 9801.00.95 that are subject to United States-Mexico-Canada Agreement (USMCA) duty deferral procedures—or articles consisting of such components—with respect to those components; and (2) inserts new HTSUS subheading 9801.00.95 providing free duty treatment for USMCA merchandise admitted to a U.S. foreign-trade zone, manufactured or changed in condition therein, and withdrawn for direct exportation to a USMCA party territory. (Foreign-trade zones defer duties on imported merchandise until it enters U.S. customs territory for domestic consumption; exports from zones are generally duty-free.)
