H.R. 6796 — Military CARE Act

This section directs the Secretary of Defense to establish, not later than 18 months after the date of enactment, a digital system that enables covered beneficiaries (i.e., TRICARE enrollees eligible for care at military medical treatment facilities) to electronically file complaints relating to access to care at such facilities, view complaint status (including actions taken), with complaints promptly transmitted to an appropriate patient advocate and automatically aggregated quarterly for submission to the Director of the Defense Health Agency. This section further requires the Secretary to submit to the House and Senate Armed Services Committees, by March 1 of each year after system establishment, an annual report on total complaints filed that identifies, for each affected facility, (1) the most common access complaints; (2) a comparison of specialty care versus primary care complaints; (3) a comparison of pediatric versus non-pediatric care complaints; (4) a comparison of administrative hurdles versus other access issues; and (5) a summary of steps taken to reduce complaints.
