H.R. 6815 — Environmental Justice Screening Tool Act of 2025

This section requires the EPA Administrator, not later than one year after enactment, to develop and publish on a public EPA website a geospatial mapping tool—the “Environmental Justice Screening Tool”—to identify disproportionately burdened communities based on thresholds for categories of factors, including (1) environmental (e.g., air quality, proximity to Superfund sites, brownfields, oil/gas facilities, landfills); (2) climate change (e.g., natural disasters, drought); (3) human health (e.g., asthma, diabetes, obesity rates); (4) economic (e.g., poverty, unemployment, housing, healthcare access); and (5) social (e.g., demographics, education, population density). (Thus, the tool screens census tracts for disproportionate burdens to support environmental justice initiatives.) The Administrator must solicit feedback on thresholds and factors from institutions of higher education, nonprofits, community-based organizations, and state, local, and tribal officials. This section further requires the Administrator to annually review and update the tool as appropriate and submit a report to the House and Senate Appropriations and authorizing committees (Energy and Commerce; Environment and Public Works) describing updates and any changes in census tract identifications. Beginning not later than one year after publication, each federal agency head must adopt the tool, as appropriate, to identify such communities and prioritize agency funding or resources.
