H.R. 6821 — Protect Our Students Act

This section states congressional findings on school zone safety, including that (1) such issues are prevalent across communities and warrant additional federal funding and attention; (2) approximately 100 students are killed and 25,000 injured each year in traffic incidents while walking to or from school; and (3) no student should fear for their lives when walking to or from school.

This section directs the Secretary of Transportation to issue regulations clarifying that highway safety program funds (23 U.S.C. § 402) for school zone safety improvements may be used for (1) crossing guards; (2) flashing lights and beacons; (3) visible signage and markings; (4) crosswalks; (5) traffic calming measures, including pedestrian islands; (6) traffic lights; (7) school zone audits and assessments; (8) automated traffic enforcement; and (9) Safe Routes to School non-infrastructure activities.
