H.R. 6828 — Transnational Fentanyl Prevention Act

This section directs the Director of the Central Intelligence Agency, in consultation with heads of other intelligence community elements (as defined in 50 U.S.C. 3003), to submit to the appropriate committees of Congress an intelligence assessment on the Sinaloa Cartel and Jalisco Cartel not later than 90 days after the date of enactment of this Act. The assessment must describe for each cartel (1) key leaders, organizational structure, subgroups, presence in Mexican states, and cross-border illicit drug smuggling routes; (2) practices for importing precursor chemicals, producing synthetic drugs, and smuggling such drugs into the United States; (3) main suppliers and brokers of precursor chemicals and production equipment; (4) tailoring of fentanyl products to attract a wider variety of U.S. consumers, including unwitting users; (5) use of human and technical operations to undermine U.S. and Mexican counternarcotics efforts; (6) estimated annual revenue from illicit drug sales, disaggregated by drug type; and (7) any other relevant information. The assessment may be submitted in classified form, and "appropriate committees of Congress" includes the congressional defense committees, congressional intelligence committees, and specified committees in the Senate and House related to foreign relations, homeland security, banking, and appropriations.
