H.R. 6850 — DRIVE to HALT Drunk Driving Act

This section establishes the short title of the Act as the “Deployment of Required Impairment Prevention Vehicle Equipment to Honor the Abbas Family Legacy to Terminate Drunk Driving Act of 2025” or the “DRIVE to HALT Drunk Driving Act”.

This section establishes a new motor vehicle safety standard at 49 U.S.C. §30130 requiring that, not later than 180 days after enactment, covered manufacturers (i.e., those producing more than 250,000 motor vehicles in the second preceding calendar year) annually manufacture for sale, sell, offer for sale, introduce or deliver into interstate commerce, or import at least (1) 10,000 passenger motor vehicles (i.e., excluding commercial motor vehicles) meeting the performance specifications of the Drunk and Impaired Driving Sensor System (DADSS) Subsystem Performance Specification Document and (2) 10,000 passenger motor vehicles complying with sections 3.5.1 through 3.5.4.4 of European New Car Assessment Programme (Euro NCAP) version 10.3 (published December 2023). The section (1) directs automatic replacement of the Euro NCAP standard upon revision unless the Secretary of Transportation determines after notice and comment that it fails to meet motor vehicle safety needs; (2) sunsets these requirements upon the effective date of the advanced impaired-driving technology rule required by Infrastructure Investment and Jobs Act §24220 (49 U.S.C. 30111 note); (3) applies civil penalties under 49 U.S.C. §30165 to violations; and (4) expands the definition of "motor vehicle safety standard" in 49 U.S.C. §30102(b)(1) to expressly include §30130(a). It also makes a conforming change to the chapter table of contents.
