H.R. 686 — Protecting the Dignity of Unborn Children Act of 2025

This section establishes a federal criminal offense for recklessly disposing of or abandoning fetal remains—defined as any part of a human fetus deceased by reason of abortion, excluding cremated parts—in a sanitary landfill or navigable waters of the United States, punishable by up to three years' imprisonment, a fine, or both. The section provides that it does not authorize prosecution of any woman for the disposal of the remains of her unborn child.
