H.R. 688 — Standing with Moms Act

This section establishes a new title XXXIV in the Public Health Service Act requiring the Secretary of Health and Human Services (HHS), not later than one year after enactment, to (1) publish a user-friendly public website, life.gov, listing Federal, state, local governmental, and private resources for pregnant women—including mental health counseling, pregnancy counseling, prepartum and postpartum services, alternatives to abortion, abortion risks (including complications and failures), and child development from conception; and (2) publish a portal on the HHS public website that, through user questions, furnishes tailored information on such resources by ZIP code, abortion risks at all gestational stages, and accepts user feedback on usability. The section further requires the HHS Secretary to (1) prohibit portal resources from certain entities (i.e., prohibited entities) and require recommended providers to have operated for at least three consecutive years; (2) develop a follow-up plan for user assessments, consented outreach via phone or email, and coordination with providers for specific resource information; (3) direct states to recommend qualifying state, local, and private resources for the portal and authorize HHS grants to states for resource aggregation systems; (4) administer the portal at the Office of the Secretary level without lower delegation; and (5) update the Health Resources and Services Administration's Maternal Mental Health Hotline to disseminate life.gov and portal information nationwide with 24/7 live chat capacity. (Thus, the provisions centralize pregnancy support resources emphasizing alternatives to abortion and related risks while integrating with existing federal services.)
