This section expands authorized uses of Comprehensive Opioid Abuse Site-based Program grants to States, units of local government, and Indian tribes by adding a new permissible activity: developing, implementing, or expanding research-based public service announcement campaigns targeted at youth substance use prevention using age-appropriate materials (i.e., television, radio, print, outdoor, and digital announcements; and youth submission contests). (As background, the program supports community-based responses to opioid abuse, including treatment alternatives to incarceration, first responder training on overdose reversal drugs, and medication-assisted treatment.) It further requires the Attorney General to publish an annual report on grants awarded for such campaigns, detailing for each (1) the grant and campaign description, (2) research used to develop the campaign, (3) any regional or geographic-specific messaging, (4) how the campaign supports the grantee's other substance use prevention initiatives, and (5) an evaluation of the campaign's success (e.g., effectiveness in reducing youth drug use rates).
