H.R. 6906 — Protecting Patients from Rehab Fraud Act of 2025

This section directs the Attorney General to submit to Congress, not later than one year after enactment, a report on the drug addiction treatment and recovery industry addressing (1) prevalence of illegal enticement tactics by facilities; (2) insurance fraud in ACA Exchange plans for facility residents; (3) brokers encouraging patients to commit insurance fraud for high-cost out-of-network plans; (4) drug use and trafficking in facilities; (5) patient dumping (or "curbing") after insurance coverage ends; (6) dumping patients away from their original locations; (7) research on homelessness and relapse among dumped patients; and (8) recommendations to curb illegal practices and protect patients. The section further directs the Comptroller General to submit a separate report to Congress by the same deadline addressing (1) federal actions, led by the Secretary of Health and Human Services, to curb ACA Exchange insurance fraud by facilities; (2) state actions against such fraud; (3) extent and effectiveness of federal expenditures on rehabilitation facilities; and (4) recommendations to curb illegal practices and protect patients.
