H.R. 6908 — Blue Envelope Awareness Act

This section adds blue envelope programs as an authorized use of Byrne Justice Assistance Grant (JAG) funds, which provide formula grants to states and units of local government for criminal justice purposes. The section defines blue envelope programs as those that assist individuals with speech, hearing, or developmental disabilities to communicate more effectively with law enforcement during traffic stops by (1) distributing blue envelopes for disability documentation and (2) providing officer training.
