H.R. 6909 — China AI Threat Assessment Act

This section states congressional findings that (1) artificial intelligence systems developed by the People's Republic of China may embed strategic, ideological, or discriminatory biases reflecting China's political or military objectives, and (2) a National Intelligence Estimate is needed to evaluate risks to U.S. national security and democratic institutions.

This section requires the Director of National Intelligence, in coordination with relevant intelligence community elements (including the Directors of the National Security Agency and Defense Intelligence Agency), to submit to Congress, not later than 180 days after enactment, a National Intelligence Estimate on artificial intelligence (AI) systems developed or deployed by entities in the People's Republic of China. The estimate must evaluate (1) embedded algorithmic bias in such systems (including targeting or discriminatory logic based on ethnicity, religion, political views, or nationality); (2) training data sources, model architectures, and intended use cases; (3) potential uses for foreign influence operations, surveillance, or information manipulation targeting the United States or its allies; (4) risks from global proliferation to democratic norms, civil liberties, and military decision-making; and (5) recommendations for monitoring, assessing, and countering malign uses by the intelligence community and U.S. allies. The section defines AI as any system, algorithm, software, or model (including commercially available ones) that performs tasks requiring human-like cognition, such as perception, prediction, autonomous decision-making, natural language understanding, or control of physical or digital systems.
