H.R. 6914 — Trusted Importer and Competitive Manufacturing Act of 2025

This section establishes a Trusted Importer certification program, to be implemented by the Secretary of Commerce in consultation with the Commissioner of U.S. Customs and Border Protection not later than 180 days after enactment, to certify importers based on (1) compliance with trade and customs laws, (2) supply chain security and internal controls, (3) financial solvency and operational capacity, and (4) promotion of U.S. manufacturing competitiveness. Upon certification, the Secretary of Commerce, in consultation with the Commissioner and the U.S. Trade Representative, issues a general import license valid for 10 years (renewable for successive 10-year periods upon continued compliance) authorizing reduced or waived tariffs or duties—as determined by the President in coordination with the Secretary and Trade Representative based on U.S. manufacturers' competitiveness, domestic supply chain protection, and promotion of new U.S. market access—on qualifying imported articles. The President may not reduce or waive (1) tariffs imposed pursuant to countervailing duty or antidumping orders, (2) tariffs imposed pursuant to section 201 investigations of the Trade Act of 1974 (i.e., safeguard actions addressing serious injury or threat thereof to domestic industries from increased imports), (3) tariffs imposed before January 1, 2025, or (4) tariffs below rates in column 1 of the Harmonized Tariff Schedule of the United States. The section further directs coordination for enforcement; revocation or suspension of licenses for noncompliance, fraud, violations, or threats to supply chain integrity or national security; ineligibility for prohibited foreign entities of concern; regulations for implementation; biennial reports to congressional committees on licenses, imports, enforcement, and manufacturing impacts starting two years after enactment; a rule of construction preserving the President's separate trade authorities; and applicability to articles entered or withdrawn from warehouse for consumption on or after 180 days after enactment.
