H.R. 6922 — Texas Dreamer Work Authorization Act of 2025

This section sets forth congressional findings on the economic, security, and community contributions of Deferred Action for Childhood Arrivals (DACA) recipients—hundreds of thousands of individuals brought to the United States as children—and the importance of their employment authorization for family support, tax payments, and skill utilization. It states the purpose of the Act to grant the Secretary of Homeland Security express statutory authority to issue employment authorization documents to all eligible DACA recipients nationwide, including first-time applicants, superseding judicial interpretations or injunctions that restrict such authorization.

This section establishes employment authorization for aliens granted deferred action under DACA (Deferred Action for Childhood Arrivals, i.e., the policy set forth in the Department of Homeland Security memorandum entitled “Exercising Prosecutorial Discretion with Respect to Individuals Who Came to the United States as Children,” issued June 15, 2012), or any successor policy, notwithstanding any other provision of law or judicial order. It further requires the Secretary of Homeland Security to issue such authorization concurrently with deferred action to new applicants meeting DACA eligibility criteria, including those in jurisdictions previously subject to employment authorization restrictions.
