H.R. 6928 — District of Columbia Chief Financial Officer Salary Home Rule Act

This section revises the compensation for the Chief Financial Officer (CFO) of the District of Columbia to the greater of (i) the total annual pay limit under 5 U.S.C. 5307(d) (i.e., the Vice President's compensation rate, applicable to certain senior executives paid under specified authorities in agencies with certified performance appraisal systems); or (ii) a rate established by D.C. law, which cannot be reduced during the individual's service as CFO. (Thus, this permits the D.C. CFO's total pay—basic pay plus bonuses and similar payments—to exceed the standard Executive Schedule Level I cap under 5 U.S.C. 5307(a).)
