H.R. 693 — Restoring Confidence in the World Anti-Doping Agency Act of 2025

This section revises definitions and duties of the United States Anti-Doping Agency (USADA)—the independent national anti-doping organization responsible for education, research, testing, and adjudication to prevent performance-enhancing drug use in U.S. Olympic and Paralympic amateur athletic competitions—under the Office of National Drug Control Policy Reauthorization Act of 2006, and establishes authority for the Office of National Drug Control Policy (ONDCP) over the World Anti-Doping Agency (WADA).(1) In definitions, replaces "United States Olympic Committee" with "United States Olympic and Paralympic Committee"; corrects a statutory citation for "amateur athlete" to 36 U.S.C. 220501(b)(1) (from 36 U.S.C. 22501(b)(1)); and adds "independent athlete" to mean an Olympic or Paralympic athlete not serving on the International Olympic Committee, International Paralympic Committee, relevant international sports federations, United States Olympic and Paralympic Committee, or WADA. (2) Updates references throughout USADA duties from "United States Olympic Committee" to "United States Olympic and Paralympic Committee" and adds a new duty for USADA to carry out responsibilities regarding WADA as specified in new subsection (d). (3) In new subsection (d), directs ONDCP, in consultation with USADA, the United States Olympic and Paralympic Committee, and the Team USA Athletes’ Commission, to use all available tools to ensure WADA adopts a credible independent governance model with fair U.S. representation, fully implements governance reforms (including conflict-of-interest policies), and provides decision-making roles for independent athletes from the United States and other democratic countries on WADA's Executive Committee, Foundation Board, and relevant committees and groups; demonstrate global leadership and strict anti-doping standards (including against systemic fraud); and collaborate with democratic countries. (4) Requires ONDCP to make an initial determination within 90 days of enactment on WADA compliance with those criteria and, if noncompliant, to pursue fair U.S. representation and issue a report within 180 days on barriers to it. (Thus, ONDCP may voluntarily withhold up to full U.S. membership dues to WADA in cases of noncompliance, in consultation with congressional committees.)
