This section directs the Secretary of Energy, not later than 180 days after the date of enactment, to complete a long-range strategic review of the Northeast Home Heating Oil Reserve (i.e., a heating oil stockpile established under the Energy Policy and Conservation Act to mitigate supply disruptions in the Northeast) and submit to Congress a report on (1) the reserve's near- and long-term roles relative to U.S. energy and economic security goals; (2) the adequacy of existing legal authorities; (3) its current configuration and performance capabilities, along with an action plan and implementation schedule to optimize capacity, location, product composition, storage, and distribution; and (4) estimated resources required for long-term sustainability and effectiveness.
