§1. Cost-share grants for rollover protection structures
This section establishes a cost-share grant program under which the Secretary of Agriculture awards grants to eligible entities—agricultural producers and eligible schools—for 70% of the costs to purchase, transport, and install approved rollover protection structures (ROPS) on eligible agricultural tractors, or a higher Secretary-determined percentage if documented costs exceed $500. Eligible schools include vocational schools providing agricultural instruction or training, institutions of higher education (as defined in 20 U.S.C. 1001) providing direct practical agricultural instruction or training, and public or private secondary schools (as defined in 20 U.S.C. 8101) with an agricultural instruction or training component. (ROPS, which include seatbelts and meet standards such as SAE J2194 and J1194, protect tractor operators from rollover fatalities, a leading cause of agricultural deaths.)
The Secretary selects a nongovernmental Program Administrator via competitive bids to identify approved ROPS and eligible equipment, administer applications, and operate a public website and phone hotline. To carry out the program, $725,000 is authorized for each of FY2027 through FY2031, allocated as follows: (1) $500,000 for grants; (2) $125,000 for website promotion and upgrades; and (3) $100,000 for the hotline.
