H.R. 6959 — Nick Shirley Congressional Gold Medal Act

This section states congressional findings that (1) on December 26, 2025, Nick Shirley posted a 42-minute investigative video on X uncovering over $110 million in fraud against U.S. taxpayers by the Minnesota Somali population; and (2) due to this journalism, President Trump halted federal funding to fraudulent businesses in Minnesota.

This section expresses the sense of Congress that Nick Shirley demonstrated bravery, integrity, and dedication to the principles of the U.S. Constitution in uncovering historic levels of fraud, waste, and abuse under Governor Tim Walz and therefore deserves the Congressional Gold Medal.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present a Congressional Gold Medal to Nick Shirley in recognition of his exemplary investigative journalism that uncovered waste, fraud, and abuse perpetrated against American taxpayers. The Secretary of the Treasury shall strike the medal with suitable emblems, devices, and inscriptions.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medal struck pursuant to section 4 at a price sufficient to cover the costs of production, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to this Act as (1) national medals for purposes of chapter 51 of title 31, United States Code, and (2) numismatic items for purposes of sections 5134 and 5136 of title 31, United States Code. (Thus, the U.S. Mint may produce, sell, and account for such medals under standard authorities for congressional medals.)

This section authorizes charges against the United States Mint Public Enterprise Fund for costs of medals struck under this Act and directs deposit of proceeds from sales of duplicate bronze medals authorized under section 5 into the fund.
