H.R. 6960 — Thomas M. Conway Veterans Access to Resources in the Workplace Act

This section requires each employer—defined as any person engaged in commerce or an activity affecting commerce who employs 50 or more employees for each working day during each of 20 or more calendar workweeks in the current or preceding calendar year, including agents, successors, specified public agencies, the Government Accountability Office, and the Library of Congress—to post and keep posted a notice detailing veterans' benefits for the relevant state in conspicuous places on its premises where employee notices are customarily posted, effective one year after enactment. The Secretary of Labor (through the Veterans' Employment and Training Service), in coordination with the Secretary of Veterans Affairs, must develop and publish state-specific notices within 270 days of enactment—allowing states 45 days to submit information on state law benefits—covering at minimum the Veterans Crisis Line, federal benefits application procedures, and state benefits if provided; review and update the notices at least twice annually; and make them available on agency websites in 8.5 by 11 inch format. Within 180 days of enactment, the Secretaries must conduct an information campaign notifying employers of the notices and display requirement. The section adopts the Fair Labor Standards Act (29 U.S.C. 203) definitions of "employee" and "person," specifies employer inclusions, and defines "State" to encompass territories including Puerto Rico, American Samoa, Guam, the Northern Mariana Islands, and the U.S. Virgin Islands; other provisions take effect on enactment.
