H.R. 6964 — To amend the National Security Act of 1947 to include school security as an element of the National Security Strategy, and for other purposes.

This section requires the President's annual national security strategy report to Congress to include strategies and capabilities needed to ensure the safety and security of schools in the United States, including elementary schools, secondary schools, and institutions of higher education.

This section directs the Secretary of Education and the Secretary of Homeland Security to conduct a comprehensive assessment of threats to elementary schools, secondary schools, and institutions of higher education (as defined in section 102 of the Higher Education Act of 1965) in the United States, consulting with the chief executive of each state. The Secretaries must submit a joint report on the assessment results to the Senate Committees on Health, Education, Labor, and Pensions and Homeland Security and Governmental Affairs; the House Committees on Education and Workforce and Homeland Security; and congressional leadership (i.e., majority and minority leaders of the Senate and Speaker and minority leader of the House) not later than 180 days after enactment.
