This section allocates 100% of funds appropriated under section 3 for state administration costs of three USDA nutrition assistance programs as follows: (1) 70% to the Commodity Supplemental Food Program (CSFP), which provides monthly food packages to low-income low-income seniors aged 60 and older, in addition to funds otherwise available under section 5 of the Agriculture and Consumer Protection Act of 1973 (7 U.S.C. 612c note); (2) 20% to state plans under the Emergency Food Assistance Program (TEFAP), which distributes USDA commodities to local emergency feeding organizations to supplement the diets of low-income individuals, in addition to funds otherwise available under section 203A of the Emergency Food Assistance Act of 1983 (7 U.S.C. 7504); and (3) 10% to the Senior Farmers' Market Nutrition Program (SFMNP), which provides vouchers to low-income seniors for purchasing fresh produce at farmers' markets and roadside stands, in addition to funds otherwise available to the Secretary under section 4402 of the Farm Security and Rural Investment Act of 2002 (7 U.S.C. 3007).
