H.R. 6972 — Reporting Accountability and Abuse Prevention Act of 2026

This section requires recipients of grants under Title X of the Public Health Service Act—which provides federal funding for family planning services (i.e., reproductive health care such as)—to to low-income and uninsured individuals, including minors)—to comply with all applicable state and local laws requiring notification or reporting of child abuse, child molestation, sexual abuse, rape, incest, intimate partner violence, or human trafficking (referred to as "State notification laws"). To ensure compliance, grant recipients must (1) implement a plan with policies and procedures summarizing obligations under such laws (including inquiring about the age of minor patients and their sexual partners), providing annual training for all patient-serving individuals on compliance and interventions, counseling every minor on resisting sexual coercion, and screening minors presenting with sexually transmitted diseases, pregnancy, or suspected abuse for victimization; and (2) maintain records documenting compliance, minor patients' ages, reports made, and sexual partners' ages if relevant to reporting requirements. Grant recipients must allow review of these records by the HHS Secretary, HHS Inspector General, and Comptroller General. For noncompliance, the Secretary must work with a first-time violator to remedy it and, for subsequent violations, seek repayment of all Title X funding received on or after enactment and bar the grantee from Title X assistance for at least 36 months.
