This section directs the EPA Administrator to submit to Congress, and make publicly available online, a report not later than 6 months after enactment and quarterly thereafter—covering the preceding 3-month period—identifying (1) total water consumed by U.S. data centers; (2) water reuse practices and amounts; (3) effects on local water systems, including potable water availability, utility demand, customer service disruptions, residential rate changes, and pollutants discharged (as defined in the Clean Water Act); (4) total greenhouse gas emissions from such data centers; and (5) effects of those emissions, including on overburdened communities. It further requires the Energy Information Administration Administrator to collect data on energy consumption by each U.S. data center every 6 months and submit to Congress, and make publicly available online, a report not later than 6 months after enactment and semiannually thereafter—covering the preceding 6-month period—identifying (A) total data center energy consumption, disaggregated by state; (B) changes in such consumption; (C) number of new data centers; (D) changes in household energy bills; and (E) average household energy use and cost. The section defines "data center" as in the Energy Independence and Security Act of 2007 (42 U.S.C. 17112(a)).
