H.R. 6997 — Community Passport Services Access Act

This section authorizes public libraries organized as non-governmental, non-profit, charitable organizations or trusts, and in compliance with State Department regulations, to serve as passport acceptance facilities and to collect and retain the passport execution fee. It further (1) directs the Secretary of State, within 30 days of enactment, to authorize previously compliant public libraries to continue serving in this capacity; (2) requires the Secretary to report to congressional committees within 30 days on such authorizations or any noncompliance; and (3) makes conforming amendments to expand entities authorized to retain execution fees from State officials or the U.S. Postal Service to State or local governments, the U.S. Postal Service, or qualifying public libraries.
