H.R. 7001 — SOAR Act

This section authorizes the Secretary of the Navy to enter into contracts in advance of appropriations and incur obligations for flight demonstration or training events of the United States Navy Flight Demonstration Squadron near Pensacola, Florida, without regard to the Antideficiency Act (31 U.S.C. §§1341, 1342, 1349, 1350, 1351; subch. II of ch. 15). (Thus, the provision facilitates planning for Blue Angels air shows and related training by exempting these specific activities from fiscal restrictions that generally prohibit obligating funds before appropriation.)
