This section specifies minimum funding levels and conditions for assistance to Egypt, Iran-related programs, and Israel.
**(a) Egypt**—Directs not less than $1,425,000,000 in assistance for Egypt, of which not less than $125,000,000 is from funds under the heading “National Security Investment Programs” ($40,000,000 of which for higher education programs including $15,000,000 for scholarships for low-income Egyptian students at accredited Egyptian institutions) for democracy programs and Sinai development, and not less than $1,300,000,000 ($1,375,000,000 total with additional funds) is from funds under the heading “Foreign Military Financing Program” ($1,300,000,000 available until September 30, 2027). Makes assistance available notwithstanding most other restrictions (except this subsection and section 620M of the Foreign Assistance Act) only upon certification that the Egyptian government is sustaining its strategic relationship with the United States and meeting its obligations under the 1979 Egypt-Israel Peace Treaty; withholds $320,000,000 until certification of compliance with requirements in the explanatory statement, waivable for counterterrorism, border security, nonproliferation, or other national security needs.
**(b) Iran**—Directs funds under the headings “Diplomatic Programs,” “National Security Investment Programs,” and “Nonproliferation, Anti-terrorism, Demining and Related Programs” for efforts to prevent Iran from obtaining a nuclear weapon, respond to UN Security Council violations or nuclear advances, enforce sanctions related to nuclear development, terrorism, human rights, and proliferation, and support democracy programs for the Iranian people. Requires a semi-annual report on Iran’s nuclear program pursuant to the Iran Nuclear Agreement Review Act and, within 180 days of enactment, a report on U.S. sanctions status, reimposition, and impacts; prohibits funds from implementing or renewing the Joint Comprehensive Plan of Action in contravention of that Act, providing to Iran-sanctioned entities, or revoking the Islamic Revolutionary Guard Corps’ Foreign Terrorist Organization designation.
**(c) Israel**—Directs not less than $3,300,000,000 from funds under the heading “Foreign Military Financing Program” for grants only for Israel, to be disbursed within 30 days of enactment.
