H.R. 7017 — Kids Before Cuts Act

This section designates the Act as the “Kids Before Cuts Act” and states congressional findings that (1) the Congressional Budget and Impoundment Control Act of 1974 prevents executive impoundment of congressionally appropriated funds; (2) the Trump administration and Department of Health and Human Services froze $10 billion in such funds—including $1 billion for Illinois—for social services and child care in five states; and (3) in Illinois, the Child Care and Development Block Grant partially funds assistance for 100,000 families (more than 152,000 children), the TANF block grant supports thousands of licensed child care providers statewide, and the Social Services Block Grant supports 275 organizations through 17 program areas.

This section prohibits withholding federal funds from obligation or expenditure under (1) the Temporary Assistance for Needy Families (TANF) block grant program under part A of title IV of the Social Security Act, (2) the Social Services Block Grant (SSBG) program under subtitle A of title XX of the Social Security Act, and (3) the Child Care and Development Block Grant (CCDBG) program under the Child Care and Development Block Grant Act of 1990, without explicit authority provided by a law enacted by Congress after the date of enactment of this Act.
