H.R. 7028 — To require the Secretary of State to submit a notification to Congress prior to obligating funds for certain art-related purchases, and for other purposes.

This section requires the Secretary of State to notify the appropriate congressional committees (i.e., House Committee on Foreign Affairs and Senate Committee on Foreign Relations) at least 15 days before obligating funds exceeding $37,500 for specified art-related purchases or projects under three programs administered by the Department of State or Bureau of Overseas Buildings Operations: (1) the Art in Embassies Program, which acquires, commissions, loans, or exhibits works of art (i.e., paintings, sculptures, photographs, industrial design, craft art) for U.S. diplomatic facilities; (2) any residential design program for representational or chief-of-mission residences; and (3) the Cultural Heritage Program, which preserves, restores, or enhances culturally significant elements, artwork, or architecture at U.S. diplomatic facilities. Notifications must include a description of the item, project, or service; its purpose and intended location; estimated cost; and funding source.
